Follow this tutorial: http://abduzeedo.com/smoke-type-photoshop-10-steps . Step 9 has a screenshot from CS4, but it will work in CS2 (it doesn't look the same - but the functionality is the same. The shortcut is on the layers pallet. If you hover over the icon it says Create new fill or adjustment layer. It's a circle that's half white and black). And then adapt it for whatever colors you need.

You will not need the entire tutorial to do this. Skip the texture and text part. Use the smoke and play with the colors and layer styles.

It's not as simple as a filter alikarimi, it takes these people years to be that good at their craft, just keep going to progressing. The version of photoshop doesn't matter, it's color, you could make it in Photoshop 5, thought it would take a lot longer.

That photo has a lot of different techniques. If you're just starting out with Photoshop, then check out this list of tutorials. Get comfortable with the pen tool, lighting, masking, and brush effects.

Mike is right, it takes a while to get that good. People don't become that good overnight. It helps if you develop an obsession for practicing. =D
